The Dependency 101 for Judicial Officers Course is designed to facilitate the delivery of quality, interactive, on-demand virtual trainings that examine the information, practices, and skills judicial officers need to effectively preside over child abuse and neglect cases in Washington State. The modules in this course examine the essential principles of dependency court systems and judicial decision-making that ensure safety, due process, timeliness, permanency, and well-being for children and families.


  • Module 1: Introduction to Child Dependency
    This module provides judicial officers with an overview of the background, purpose, and structure of the child dependency court system in Washington State. Specific topics include: structure of child dependency court systems, role of the judicial officer, federal and legal authorities that govern child welfare systems, permanency for children, and dependency process timeline. Estimated Length: 120 minutes
  • Module 2: Safety Framework
    This module provides an overview of the safety framework contained in the American Bar Association’s publication, Child Safety: A Guide for Judges and Attorneys. The safety framework helps courts and dependency systems addresses the fundamentals of assessing safety, safety planning, conditions for return, family time plans and case planning in child welfare cases. Estimated Length: 60 minutes
  • Module 3: Shelter Care Hearing
    This module provides an overview of Shelter Care Hearings in Washington State. When a child has been removed from their home due to allegations of abuse and/or neglect, state law requires that, within 72 hours, a Shelter Care Hearing be held to determine whether it is necessary for the child to remain outside of their home.
